3. Sort for cell phone numbers first
4. Sort for frequency of calls
5. Set up Hub Diagram ( highest frequency of "to" calls at center of hub )

Take these hub diagrams and make a larger hub diagram with the "From" calls from these hubs.

This is your larger distribution network.


Finally:

Take all the calls from these hubs and remove all the Washington contacts from them. This is your suspect list.
