""The company (Global Information Group, Ltd.) plans to do such things as assess foreign job candidates for risk, conduct background checks on cargo ship crews or take stock of people who want to open bank accounts in the United States, documents and interviews show. It also will provide something the company calls "terrorist risk identity assessment," a company document shows.""

And since any of the datamining companies, like ChoicePoint, can sent whatever corrupted and/or accurate or not info they have, you end up with an ability to selectively punish your political opposition from offshore. Combine RFIDs (see book Spychips by Katherine Albrecht) and 'background checks' for employment and you further your harassment capabilities.

Rove would love this.

BTW, the Defense Security Service (DSS)

and also see

http://en.wikipedia.org/wiki/Defense_Security_Service

is already charged with responsibility for doing background checks on most of these security issues. Why the newly required duplication with an NSA component ? If not for a "backdoor harassment capability"...

Also see related DU posting

showing legal citation of why the datamining by NSA, even if offshore, is illegal.
