Some people like who they like.
Mostly, it is a hunger for stability that leads some peoples to thirst for monarchies or strongmen.
I also would guess the person who called was probably mentally retarded however mildly, and for them, change is scary.

Some people are not cut out for democracy. They say that they want it, but they really don't.
Many years ago, I knew someone who wanted to convert to Catholicism. The real reason was she wanted to marry a Catholic guy and wanted to set the path by conversion. Her parents were upset and asked her why she wanted to convert. (Of course, the marriage reason was ignored.) She replied that Catholicism was perfect for her because of all their rules. And because of all the rules for being Catholic, she would not have the problem of making decisions by herself again. That is, she would be TOLD what to do and think until the day she died. And she meant that too.
Fortunately for her, the boyfriend receded into the background as did her ardent campaign to convert. She now is married to a guy who is not affiliated with any religion and she has a healthy skepticism toward any societal institution whether it be religion or government.
My point: There are citizens who prefer delegating their lives to another so they won't have the responsibility for their decisions, and that way, they individually will not get blamed for their mistakes.

I work with a very intelligent, hard working Russian woman who talks frequently about how much the rest of her family misses the government doing everything for them, and all they had to do was ask and stand in line. They don't like having to seek out everything, getting ripped off, dealing with price changes, price differences between brands, etc.
They really hate Gorby a bunch.
Weird.
