Foley fallout: What was DeLay's role?
He was Majority Leader during part of the time in question, and Hastert was his personal selection to be Speaker of the House. Plus nothing but NOTHING happened in the House without his knowledge.

1. My guess is that DeLay knew, and used it to keep Foley under his thumb
Personally, I think they used that tactic (blackmail) on many in the House and Senate. It's a fact that DeLay was using DHS resources during the TX state redistricting fight, so I don't think it's a stretch to believe he used DHS or FBI resources to get the lowdown on other members of congress.
