13. No, I think that's a silly thing to say.

Yes, Bush did it, and it turned out to be the wrong thing. Any response has to be based on the fact that Democrats *wouldn't* make the same mistake. I see three possible potentially-valid responses:

i) We are under a major terrorist threat; we will take actions X Y and Z that will reduce this threat.

ii) We are under a major terrorist threat; there is nothing we can do that will reduce it but there are things which Bush is doing that are making it worse that we will avoid.

iii) We are not currently under a major terrorist threat, so we will not take any anti-terrorist action.


Just saying "Bush did last time" isn't a good answer, because he clearly isn't now, rightly or wrongly.
