Need help in New Jersey - Need help with the state and county issues to vote on |

I'm a little confused by the issues on the sample ballot i got today. what do all these tax questions mean? this is the last thing i would understand :( especially for anyone who is in Burlington County, what does that one county issue mean about water?
I guess the only way you can answer this question is if you live in NJ and got a sample ballot in the mail. Please help if you can, I don't want to vote on the issues in an uneducated fashion! :hi:

The way my mom explained them to me (and she's read up on them more than I have) it's basically stating that tax money designated for those 2 particular issues cannot be used in a general fund. In other words the taxes earmarked for roads have to be used for that and not put in the general tax fund. Same with the water stuff.

I know some of the background on this proposal. The proposal in essence takes money from the fund used to clean up leaking underground storage tanks to fund construction projects in the parks. The parks need the money, but we also need to clean up the leaking tanks.
