15. I notice Arlington doesn't have absentee counted either.
Falls Church City had 500 absentee out of 5,000--about 10%. If that holds for Arlington, Webb gets another 3,000 votes in the clear.

I think it will all add up in the end. Even the military port cities are going Dem.
