10. Not 11000, 1%
The margin of victory must be outside 1% to prevent a recount - at this point that would be about 25000. However, Allen must ask for a recount and pay for it if the margin is between .5 and 1%. If it's under .5% (probably about 12000), there is an automatic state sponsored recount.
