After the Democratic Caucus votes next week and likely elects her Speaker, she will properly be called Speaker-Elect or Speaker-Designate between then and January when she's sworn in.
Now, her correct title is Congresswoman.

but at this point she is neither Speaker, Speaker Elect or Speaker Designate. There is a process and her correct title is Representative or Congresswoman. So Mr. Bush is speaking correctly, which while rare, is still correct.
