What is Burns' thinking?
He wants all the votes to be counted but he says there are only provisional ballots left. There are 1,000 provisional ballots and Tester is ahead by 3,000.

I guess he likes Karl Rove's math.

3. I always said........
that Burns was the second highest branch on the stupid tree, Bush being the first. He's a stubborn old fool that doesn't want to give up his job to a younger, smarter, more qualified man. The typical freeper type.

4. Well, I've always believed that the concession should only happen if it's
impossible for them to win - So Burns has no reason not to concede. This is ridiculous. He simply can NOT win.

who will listen to him that he was cheated by lousy stinking democrats. It's important to his self-esteem.

We can just ignore all his machinations and say this is no problem. All the votes will be counted. We just recognized the arithmetic reality. That is something that Burns can't do with regard to national budgets, personnel requirements for invasion forces or for wildfires, nor, it seems, when it's needed to know that there is just no chance to find enough votes to win.
