When Tester comes to take his seat in January, do you think Burns will bar the door?

Burns is a crackpot, and he'll never concede--even though he isn't refuting the media, who now all say he lost.

Conceding isn't a requirement: it's a formality, and only decent politicians do it. The others sulk.
