But NPR still remains on the fence.

1) he can't until it's certified (11/27).
2) he is almost 9000 down now - will get worse with time
3) he will kill his chances of ever running in VA again

there is speculation that the GOP is pressuring him to concede so that there will not be close examination of the voting machines. There is also that pesky FBI investigation into voter suppression.
