If "insanity" is doing the same thing over and over expecting different results...

Then let's put that theory in play for Iraq. We have been there almost 4 years and each year gets worse and worse. We have done the same thing over and over, in Fallujah and all around Baghdad. Still, this year is worse than last year. Do we see a pattern here? Does that mean that next year will be worse than this year? Is that insanity?

It's not insanity to do the same thing over again and expect different results, it only means that one is working with a "state" machine. What happens "next" merely depends on the current state of the machine.

3. Worse - without a doubt.
The Iraqi government may just disband out of fear of being assassinated.
So much for the purple fingers that delegates to the 2004 republican national convention so proudly and mockingly shoved in the face of viewing democrats.
