At the start of things, Hitler was competent.

OTOH, Bush would be nothing without his fathers henchmen clearing his path. I honestly can't think of a thing Bush has done right. Not one.

At the start of things, especially with fresh credit and the backing of foreign industrialists, just about anybody can look competent for a time. Hitler looked competent at the beginning of his big war, too. Then he went and attacked the USSR, and after that things got progressively less gemütlich.

Nazi rule was unified only in the sense of no challenges being allowed; internally it was an uncoordinated mess of conflicting jurisdictions. The economic performance of Germany before the war arguably had less to do with competence and more to do with the fact that Anglo-American finance was more willing to do business with a union busting Fascist government than with their own liberal governments. (or with France which had a Socialist led government during the time Hitler was Chancellor--France could've have used the credit that Hitler got to extend the Maginot Line up through the frontier with Belgium, but no dice) Like Bush, Hitler was a huge borrower, but he did do one shrewd thing with respect to foreign investment: he required foreign firms to reinvest the profits they earned in Germany back into ventures in Germany. Bush wouldn't do that.
