Nobody could have imagined that they would fly planes into buildings
Well, maybe before 1994. From Wiki-pedia:

1994: FedEx Flight 705 hijacked by disgruntled employee Auburn Calloway as it left Memphis, Tennessee, with the intention of using it as a cruise missile against FedEx HQ. He was subdued by the flight crew before an emergency landing back at Memphis.

1994: Air France Flight 8969 is hijacked by four GIA terrorists planning to crash into the Eiffel Tower. After the execution of 3 passengers, GIGN commandos storm the plane killing all hijackers and freeing all passengers.

The plane was remote-controlled in the first installment of The X-Files spinoff, and aired in April 2001.

Yeah, sure. No idea. No one could have foreseen.

Sometime During Nixon's 2nd term, a wacko was going to dive an air liner into the Oak Ridge nuclear processing facility if he wasn't paid off.
In the 40s someone blundered into the Empire State building with a B-25.
This was not a new idea.

9. Evidence that terrorists were considering using planes as weapons:
December 1994: Algerian terrorists hijacked an Air France airliner and threatened to fly it into the Eiffel Tower. The terrorists were killed when French commandos stormed the plane.

January 1995: Police in the Philippines raided an apartment in Manila and found materials that suggested a plot to crash a hijacked plane into CIA headquarters outside of Washington. One of the plotters was Ramzi Yousef, who was later captured and convicted in the 1993 bombing of the World Trade Center. Another was Khalid Shaikh Mohammed, whom U.S. officials now believe masterminded the Sept. 11 attacks.

January 1996: U.S. intelligence received reports of a planned suicide attack by associates of known terrorists, including an al-Qaeda operative, that would consist of flying a plane from Afghanistan to the United States to attack the White House.

October 1996: U.S. intelligence received reports of a possible Hezbollah plot to hijack a Japanese plane over Israel and crash it into Tel Aviv.
