But the work isn’t finished and I once again need your support in the up-coming run-off election. With hard work and with the spirit that swept the Democratic Party back to power in both houses, we can win this election and help redefine the direction of our country.
As you well know, the size of the 23rd Congressional District is immense: from the southern end of Bexar County to El Paso, from Fort Stockton to Eagle Pass. It includes the largest border area of any district and is home to the pristine wilderness that is home to the Big Bend National Park.
I believe this race matters as much to you as it does to me. For fourteen years, this district has been represented by an incumbent whose ties to special interests are much stronger than his ties to the interests of working families. Bonilla has consistently voted to reduce federal college student aid by $12.7 billion (cite) and voted to erode worker’s rights and overtime protection (cite). He has supported the Republican’s fiscal budgets that have increased our country’s debt to almost 9 trillion dollars. And as you fill your auto’s gas tank when you travel this holiday season, thank Bonilla for supporting his friends in the oil industry with tax breaks and subsidies that help them turn record quarterly profits.
Bonilla is an unabashed Bush policy supporter and he has consistently supported Bush’s strategy to "stay the course" in Iraq. In the coming weeks, my team and I will challenge Bonilla to defend his record. In the first round, he refused to come out from behind the veil of special interests and fight to defend his record. He didn’t think it was necessary because he knows he can’t defend it. But now that he’s mano-a-mano, he has no choice but to come out. Well, now I’ve got him where I want and everyone will get a chance to see who and what he really represents!

Rodriguez tried to regain his old House seat in 2006. His campaign was badly underfinanced, but gained significant momentum after a Washington Post photographer snapped a photo of Cuellar standing on the Republican side of the aisle, gleaming as President Bush affectionately grabs his face. It was not enough, however, and Rodriguez lost the March 7 Democratic primary, taking 48% of the vote. However, in June, the Supreme Court ruled that the Texas Legislature had violated the Voting Rights Act when it drew most of Laredo out of the 23rd and replaced it with several heavily Republican San Antonio suburbs. A three-judge panel then drew new district lines. The new 23rd includes Rodriguez's home, along with much of his old south San Antonio base. On August 10, Rodriguez announced that he would run against Bonilla in the 23rd.<1> The two opponents, along with original Democratic congressional nominee Rick Bolanos and four other Democrats and one Independent faced each other in an all-candidate primary on November 7. In the only unresolved election among Texas's 32-member Congressional delegation, Henry Bonilla emerged with 48.1% and Ciro Rodriguez with 20.3%
. A runoff will be held in December.
