They haven't been reconciled yet, House and Senate. I don't think so at least. It's not ready yet.

... is that if he signed it with a signing statement saying he was going to do other than the bill dictated, it would immediately force the investigation and constitutional crisis about signing statements in general.
Not only that, but would likely up the volumn on the impeachment from from both parties. Remember, The dems want to impeach/convict him but know they don't have the votes, the repubs don't want to impeach/convict him but they are going to have to to save their own sorry butts. It will be something like a signing statement on the wrong bill that pushes the repubs themselves to start impeachment proceedings as a last ditch all fingers in the dam stopgap to having the party disintegrate.
