As expected, President Bush on Friday vetoed a water resources bill he says would cost too much, but Congress could vote within days to override the veto.
The Water Resources Development Act is popular among lawmakers on both sides of the aisle. It would authorize funding for Army Corps of Engineers projects across the country.
Bush maintains that the $23.2 billion authorization bill is a sign of fiscal irresponsibility in Congress. The final legislation would authorize several billion dollars more than the original versions passed in the House and Senate.
“It is fiscally irresponsible,” said White House spokeswoman Emily Lawrimore. “It falls outside of the scope of the Army Corps’ mission and is filled with hundreds of projects that lack any sense of merit in terms of how and why they are proposed and prioritized by Congress.”
This veto is only the fifth of Bush’s presidency. Given the strong bipartisan support for this bill, Congress is now poised to override his veto for the first time.
A vote in the House is likely Nov. 6, under a unanimous consent agreement Thursday that permits a one-day delay until then if the president’s veto message is received Monday. The House was not in session Friday; it returns to work Nov. 5.
If the House votes to override the veto, the Senate will vote next week as well, Majority Leader Harry Reid , D-Nev., said.
