Bill Clinton is often described thusly, and it's delivered with a wink and a nudge. Compare it with being portrayed as a 'bitch' or a 'witch or a 'slut', which are some typical epithets hurled at women. They're not even close.

Especially when he is seen as being a warm and outgoing person by most democrats.
There is a certain "wink and nudge" factor there, but there's also something nastier in that portrayal.

They are sympathetic figures. This is definitely the usual portrayal of Bill Clinton and that SNL sketch was in no way a departure from it. Why the poor little henpecked thing! Of course he has seek his comforts elsewhere!

When Will Ferrell was on there it had its moments (I loved Goth Talk) but it just hasn't been funny in years. The writers suck, and most of the players suck.
