He would say that's why America needs a President like himself who is unwavering in his determination to fight the terrorists wherever they may try to hide. It will be BS of course, but many will WANT to believe him at that time. It all depends on the timing. If it is close to the Election I think it helps Bush. Further from the election and there would be more time for people to get pissed at Bush for not being better prepared. No one can act too harsh toward the President while they are still trying to identify fatalities. The first instinct then is to rally.
