This was part of the annual St. Patrick's Day "Breakfast", where all the local pols get together and roast each other with corny jokes and sing Irish songs. Kerry took some heat for skipping out this year.
BTW, the doofus under the poster is Tommy "Mumbles" Menino, the perennial unnopposed Democratic mayor of Boston. Wait'll the nation gets a load of him at the convention this summer!

32. I saw it. It was on the funniest comedian in DC or.....

or something like that on C-Span this weekend. It was a dinner to choose the funniest guy in DC. Most were radio personalites or commentators of some vein.
The guy that held up the pictures said "Both of these men have never had cosmetic enhancements" or something like that. It wasn't funny then and it still isn't today. I couldn't watch it, it was really pathetic to see some of the people up their trying to be "funny". Humor is obviously not a forte in Washington.
