The President proposes a plan to Congress.
The House Committee undertakes it and reviews it and alters it.
The Plan makes it to the house floor where further amendments alter it.
It passes on to the Senate who further alters and amends the plan.
The plan passes the Senate and goes back to the House where the differences are ironed out, thus further changing it. The House and Senate vote on version 2342514361343213521 of the original plan.
The plan comes back to the President for final signing or veto.

Why on earth are we beating each other up over the 5% difference of Hillary or Obamas plans on anything when it is 100% certain that neither plan will be passed as is?
