It's possible that action prior to 11 September would have been bare at least, but action as soon as the attacks began was essential. Unfortunately, it was sadly lacking.
At the very least, all flights should have been grounded, and fighter jets should have been in the air after the first tower was struck, prepared to shoot down any commercial plane which A. The air traffic controllers could not establish radio communication with and B. Veered off course considerably.
Yes, a lot of us thought on 11 September that the first attack was an accident. But the Administration had access to far more data than we all did. They had the warnings; Bush himself had received them. I don't buy for one second this notion that Bush thought the first attack was the result of a "lousy pilot." If he did, he's horribly incompetent, and unworthy of the office of President (which he is anyway).
We can't have a President who freezes up in a time of crisis. That's what Bush did.
