The regions are mutually exclusive. So Northeastern Ohio correlates to Northeastern Ohio minus Cleveland. Otherwise the proportions would add to more than 100%.
Cuyahoga County (15%) Northeastern Ohio (35%) Central Ohio (21%) Northwestern Ohio (11%) Southwestern Ohio (18%)

I'm not positive, but I think it's the most populated area in Ohio.
Edited to add: Oops, I see they already account for Cleveland, but it's probably all the other urban areas around Cleveland that affect the numbers.

An overall Clinton win by a handful of points in Ohio is meaningless. It's symbolic and the spin might last 48 hours, but hell, the way it's looking, Obama will net more delegates out of VERMONT than Clinton hopes to out of Ohio.
