Why were "low level" employees allowed to access his files? There is some |

thing wrong there.
Controls should have been built in for dignitaries above a certain level such as U.S. Senators, and the like that there records could only be accessed by supervisors at a high level. I smell a rat.

My understanding is that some functions have been privatized in the State Department and that non-government personnel accessed the file who were working under contract.

I thought that civil servants had to take an oath or something -- that they were more "culpable" if they made a mistake -- and maybe contractors do the same but I wonder ...

I'm just not buying into the idea of three different single-digit-wage peons each having such a crush on Obama that they just HAD to look in his passport file. Also, keep in mind this is George Bush's Department of State. Imprudent curiosity, my donkey.

Why the hell is the upkeep of passport records for citizens of the United States contracted out?
Why are these not government employees, subject to federal employee regulations when dealing with high-ranking/high level citizens?
