Virginia went to Bush by about the same margin Arizona or Colorado did. If you're going to spend money on them, you might as well spend it on Virginia. Also, if you can take Virginia away, along with Ohio and West Virginia, you have just taken away 38 electoral votes in a small strip of three states.
