I downloaded the clip, slowed it down to 1/3 speed. And I cannot hear any "-ing" after he says "shit".

I still cannot make out the whisper... I don't hear "nigger". If I had a sample of Kantor saying the word "nigger" I might could do a voice print match... but I'm not that much of an expert.

But he says "those people are shit" (and I'll leave it up to the viewers to figure out who he is talking about).

But I have to ask the reasonable question. If Kantor isn't making some sort of rude remark... why the whisper? It's not like they are in public someplace.

that someone went to the trouble of uploading the entire DVD and altered some small part of it just for our enjoyment.

The only "doctoring" that can be alleged is the subtitles that were added to make the initial You-tube posting. I ignored that and went to the source.

I wish I had a copy of the DVD. But if the DVD is substantially different, then we have been taken for a ride this morning. I doubt it.

However, I do not conclude that Kantor says the words "white nigger" anywhere.

But he does say "those people are shit" (and not followed in the same exclamation "in the white house").

Is he referring to the voters of Indiana? Who knows. That is a contextual assertion made by some. Could he simply be saying "GHWB's people are SHIT" as in they are done for, cooked. Yes he could be saying that too (and that would fit with the narrative of this section of the video).
