U.S. Treasury says likely to hit debt limit in Oct

The $7.384 trillion debt limit may need attention before the November election, Timothy Bitsberger, Treasury's nominee for assistant secretary for financial markets, said in a document obtained by Reuters on Wednesday.

"It appears very likely the limit will be reached sometime in late September or October, with the most likely date being early October," Bitsberger said in the submission for the record after his Senate confirmation hearing last week.

So, expect something "big" to happen near when the debt limit is reached, so that Mr. Bush can get a poll boost and can cover the news of raising the debt limit (again) to cover his blood-for-oil program.

There are countless ways Congress can juggle appropriations, moving them in and out of different timeframes, to make this a non-issue. Or even more likely, they'll just vote to raise the debt ceiling again -- it happens all the time.

The "October surprise" scenario that is believable is doing something to create a favorable bounce - for instance, to announce a crisis of some type.
