How do you explain undeclared superdelegates like Sen. Jim Webb whose states have already voted? Webb is the last guy to run from a fight, and yet he's squeamish to declare who he'd vote for?
I think these undeclared delegates are afraid to take a stand. Is this political cowardice?

Total: 1596 on May 13 (+/- 5)
KY 16 OR 27
Total: 1639 on May 20 (+/- 7)

It's a little game of musical chairs... how long can you hold out and increase your value? But if you wait too long or choose poorly, you lose everything. Fascinating to watch them play. Keep track of who gets what favors.

He doesn't want his endorsement to be interpreted as a preference of one health care proposal over another. He's got his own that he is really pushing and that's his priority. At least that's what he has said.

I believe the SDs already know it's going to be Obama.
They have no desire to humiliate the Clintons (or enrage Hill's supporters by doing so), therefore they've agreed on a slow trickle of endorsements - two for Obama, one for Hill, four for Obama, two for Hill per day - thereby avoiding a 'surge' of endorsements for either candidate.
It's just a theory - but at this juncture, it would be the smart thing to do. Hill will have a few more 'wins' in the weeks to come, and can go out on a high note rather than being publicly humiliated.
As I said, just a theory.
