what about those states that can have their electorate give the EVs to whomever they want, regardless of the popular vote? Is this going to be the new bush tactic this year? it's more legal than what they did last time, i'm not sure how we could counter it? i remember hearing that florida was about to just do that last time, regardless of the recounts.

which candidates Electors are sent to Washington. The Electors are all pledged to their candidate, and are generally faithful. there have been, I believe, only four cases in recorded history, of a so-called "faithless elector."
So, if Kerry wins Florida, HIS slate of Electors goes to Washington to cast their votes on behalf of Florida. If Bush wins Florida, then HIS slate of electors goes to Washington.
The state does not choose WHO the electors are. The individual campaigns pick their OWN SLATE of Electors.
Yeah, you might see Bush try a dirty trick like this, to wheedle out a "faithless elector" or two...but not very likely.
I think you are engaging in a little bit of paranoia.
