CHICAGO - Alan Keyes (news - web sites) said Friday he would like to end the system under which the people elect U.S. senators and return to pre-1913 practice in which senators were chosen by state legislatures.

16. How about only property owners having the right to vote?
After all, when State Legislatures named the Senators, that was how it worked. Renters could not vote.

Especially since districts get all gerrymandered. It's generally harder to get elected by an entire state and have a lot of unmoderate positions.

17. Problems with the House are a separate issue
and could be solved or at least reduced by increasing the number of representatives or better yet returning to a fixed ratio to determine the size of the House. Personally, I think the fixed ratio is the way to go since everyone, no matter what state they live in, will have equal representation and an equal say in that representation.

The whole point of having Senators picked by the states was that the Senators would represent the interests of the states while the interests of the people were represented by their representatives in the House.
