I'm not an expert, but IIRC he's requiring AIDs relief to be spent on abstinence only programmes rather than on contraception, so it won't do much good.
I may well be wrong, though.
The Gaddafi one probably counts, though.

... but that doesn't mean we have to applaud the psychopathic piece of crap. Bush has done so much damage to so many, that if he fails to hurt someone, we call that a success and regale him with compliments. I don't agree with doing that. Further, the a-hole is doing this as his evil presidency is coming to an end because there is frankly NOTHING ELSE good he's done.

Opposing Mugabe is the right thing to do. But, given the horrendous reputation Bush has throughout the world, Bush's loudmouthed opposition to Mugabe will probably increase Mugabe's credibility as an 'anti-colonialist' rather than decrease it, at least among some in Zimbabwe and neighboring countries.
Better would have been quiet and effective diplomacy, letting others with better credibility take the public lead. IMO.
Chances of Bush doing quiet and effective diplomacy, though, are probably less than 1 in a million. IMO.
