5. I believe it's called filing a complaint for an investigation

It's the FEC itself that decides if it will pursue the matter and keeps the proceedings confidential, even from the entity filing the complaint. Therefore, any subpoena power belongs only to the FEC. Apparently, if the FEC decides not to accept the complaint or to pursue the matter, the complainant may then file a regular suit in Federal District Court. However, the FEC apparently sits on these investigations for years, if they want to.
