Average time to flag grade, especially in a post war, downsized service, would be o/a 25 years. O-6 at the 22 year point would be about right.
The question everyone is avoiding is why he wasn't nailed for the UCMJ violation, ie adultery. He was playing paddy cake with la Cindy while still married.

An 0-3 wouldn't have been in at the 22 year point. As memory serves but doesn't reenlist, O-3 was capped at the ten year point, up or out.

mccain says, "our energy problems have been building up for 30 years." Then he blames Obama, who just got there, for high gas prices.
