Governor appoints. That's state law.
Blago would appoint a replacement to serve until January 3, 2011.
My personal choice would be Lisa Madigan, but Blago and Madigan are not on the best of terms.

He makes the appointment, but if he goes off of his leash and actually chooses who he appoints, that boy is in for a shitstorm.
He'll appoint exactly who he is told to appoint.
That choice is already being discussed, and no one has asked him for his opinion on the matter.
