2. It's not so much a "line" as a statement of fact...

...it's found in lots of literature and on websites, etc., but I'm glad it was used by Kerry.

Kerry or Gore would certainly have had competent energy plans, but the last several administrations slept through it.

CAFE standards, on track for higher and higher mpg year by year, fell flat under Bill Clinton, and the unregulated SUV and Truck craze began under his watch.

No need to mention where Bush's head was on this.
