It's just polite for the big fat state to let the little states seem to have more impact on the numbers.

Totally a gesture.

They also sometimes time it so that a particular state hits the magic number, usually a swing state.

Don't know why California passed, but Illinois was supposed to pass.
Traditionally, whichever state would put Obama over the top to the majority will yield back to Illinois to be the last delegation to vote.
