Seriously, though, I think they ask questions to determine whether someone is leaning toward a given candidate, as opposed to those who say they definitely intend to vote for one or the other.

A pollster says: Which of these guys will you vote for?

If the respondent says "I haven't decided" the pollster then says, "Which way are you leaning?"

Some public polls include leaners in their headline number, others do not. At this point if the numbers add up to over 90% leaners are probably being included. (Some polls have low net numbers like 43%-38% which suggests the respondents were not pushed to make a choice.)

Rasmussen gives both figures, which is a good practice.
