McCame woke up in the middle of the night on Ambien, was dreaming of gambling but his handlers won't let him do that anymore, looked over his paperwork on all of the Veep candidates and saw Palin's picture, got excited suddenly (for the first time in years) and thought... SHE'S THE ONE! His handlers let it happen because Rove said it was a good idea, but nobody had bothered to vet her because nobody thought she would have the slightest chance in hell as a result of her being embroiled in an impeachment investigation.

And the reason it happened? Rove thought she had been vetted despite the impeachment investigation, but she hadn't. Total lack of communication. McCame's handlers have been so busy keeping him from going off-message that they haven't had any time to cover all of the details regarding the least-likely Veep candidates.

He made the decision high on Ambien.
