It never has. The phrase "it's like putting a "$400 haircut on a pig" could replace it just as easily, without ANY change in meaning.

I just heard on NPR a segment on this entire "It's like putting lipstick on a pig" thing. The announcer replayed clips of various politicians saying this phrase. The last politician, Charles Rangle, I believe added a part to it:
"You can put lipstick on a pig, but you can't call it a LADY."
I had never heard the last part before, in my entire life. I always thought the phrase stood by itself with the implication being that the pig will always be what it is, no matter what you put on the outside.
A few times, I'VE heard a second part added: "You can put lipstick on a pig, but it still a pig." or "You can put lipstick on a pig, but it still stinks."
I googled: "lipstick on a pig" "'call it a lady" and there were about 100 hits, most of them recent.
One was a longer version than Rangle's: "You can put lipstick on a pig, and call it a lady, but it's still a pig."
Never-the-less, the phrase one nearly always hears is the non-sexist: "lipstick on a pig, but it's still a pig" -- That had 105,000 hits on google.
