Step 1: Bush pardons everyone, including Dick Cheney on January 18, 2009. Step 2: Bush resigns January 19, 2009. Step 3: pResident Cheney pardons former pResident George W. Bush.
Please tell me I am wrong, and that this is impossible.

so it definitely could happen.
I wouldn't be surprised if it did, but the pardons need to be fairly specific and would be taken as an admission of guilt if carried out as you describe.
