OK .... I have a big problem with the "debate" format for tomorrow |

...and I need to vent. I've been quiet about this but I can't shut myself up any longer.
As far as I understood, debate means: a regulated discussion of a proposition between two matched sides
Explain to me how there can be a discussion (and therefore a debate) if the candidates are not allowed to talk to each other? Why is this format different from the previous debate? Who is making these format decisions and filtering out all the quality information?
Inquiring minds want to know.

1. The decision was made through negotiations with the bipartisan debate commission |

(I don't know the correct name) and the McCain Campaign. The Obama/Biden campaign did not get involved with the negotiations but did agree to the terms of the debate. (at least that's what I have heard/read the last week or so).
Biden will perform admirably under any circumstance. Let's remember that in some of the earlier primary debates he had 5-6:00 minutes of talking time but had some of the most informed and memorable lines. He'll do just fine.
