The article is more about fraud by voters (and how rare it's been) versus election fraud.
That was a bit of a knee jerk post on my part and I'm sorry.

I understood your use of the phrase, and the meaning of your chart. There have been only handfuls of votes affected by "Voter Fraud" (if any--do we even know that these prosecutions, by the Bushwhack Department of Injustice, were trustworthy?), whereas election theft by the Supreme Court, and by Diebold & brethren, involves millions of votes and the hijacking of a nation.
