From the history/language book "Made in America" by Bill Bryson:

-The word Maverick honors Samuel Maverick, a Texas cattle-owner who refused to brand his cattle, claiming -when asked by others why he didn't mark his property- that it was cruel to animals. -In fact, the true reason was so that when stray/wild/unbranded cattle were found, he could send his ranchers to claim them as his property.

Very much like McCain refuses to brand his slogans, and appropriates Obama's, claiming them as his own.
