On Maddow, he said Palin did violate the law, could be censured or impeached.

1. Civil versus criminal law - not a felony not prison time - ethics violation yes
Just like politicians can't accept gifts or it is an ethics violation and they can lose their job but not talking jail

Recalls are about un-electing politicians (in the ~18 states where recalls are codified) who haven't necessarily done anything impeachable (although: "In Alaska, Georgia, Kansas, Minnesota, Montana, Rhode Island, and Washington, specific grounds are required for a recall. Some form of malfeasance or misconduct while in office must be identified by the petitioners. The target may choose to dispute the validity of the grounds in court, and a court then judges whether the allegations in the petition rise to a level where a recall is necessary" src), but Palin's actions are impeachable under her state's ethics laws, so in theory she could be tossed out by her own (repub) legislature, which is unlikely but prob likelier than losing a popular vote referendum with the low-info voters what brung her (if a judge permitted).

Impeachment would be a worst-case scenario for a governor charged with abusing power.

“If there was something impeachable, then the Senate would take that up,” Coghill said. “That’s an outside chance, but impeachment is always within the realm of the legislature.”
