Did the WH forget to launch a new Bin Laden tape designed to influence the election?
Or is it still to early for those types of hijinks?

Yet that is not what is implied in the OP. What you're suggesting is something more like "Will AQ release a tape that the White House will trumpet," and less like the OP's "will the White House release an AQ tape."

And only release them when it helps their cause. And, just because the WH migh manufacture a tape is no sign they are behind al Qaeda.

That's how I have always looked at it, and that is what I felt the OP was implying.

are not released by the White House, but rather are transmitted to al-Jazeera by members of al-Qaeda, then in order to believe your theory, you have to believe one of:

1. The White House is faking Osama bin laden tapes, and does so without incurring the suspicion of literally any government or major NGO on Earth. Nobody, not France, not China, not Iran, not Russia, not Israel, not Saudi Arabia, not al-Qaeda, not the UN, not any university on Earth, nobody knows or cares the difference. Of all the intelligence experts and Arabists in the world, only a few intrepid left-wing bloggers have the skills or motivation to analyze the few transmissions from the most wanted man in the world.

2. The White House, and only the White House, has/had a stockpile of authentic al-Qaeda tapes, which they intercepted and transmitted directly to al-Jazeera while pretending to be al-Qaeda. Al-Jazeera does not notice that the tape has come from an entirely different source. Al-Qaeda only made one of each tape, or did not feel like releasing any more tapes on their own after 2001.

3. The White House has Osama bin Laden in their possession, and continues to pretend that he is at large for no good reason whatsoever, and at great political cost at home and abroad.

11. There's a few possibilities
1) it would be more likely to help the Democrats.

2) Bush has completely checked out and doesn't care now that he's screwed us all over and his cronies (and he) have their money.

3) The only chance Bush has of not being forever scorned throughout the annals of history is if the Democrats get into office and save the country. When people are better off, they sometimes tend to forget past privations.

15. If something happens than it will be in the last few days.
Now would be too early. People would forget about it, Media would not use it for 3 weeks. Their goal would be to make voters scared right before the election, so that they vote in fear.
