The Georgia surge continues

The Atlanta Journal Constitution reported recently on disproportionate voting from African-Americans. Georgia doesn't appear to be in play in the presidential election, but it tracks early votes contemporaneously (and online), so it may be a useful bellwether for what's happening elsewhere.

If it is, the news continues to be extremely good for Obama. Early vote totals have now reached 499,582 -- about 75,000 more than were cast early in all of 2004. (The state is also newly encouraging early voting this year, so that's a major factor.)

And the ratio of African-American voters remains extremely high: 37% of the early votes were cast by black voters, who make up just 29% of the state's electorate.

1. All of the states are winner take all electoral votes, aren't they?
There was a thread the other week that suggested at least one state divides up their EVs proportional to the vote, but I didn't think that was true.

3. Nebraska and Maine award their electoral votes by Congressional district.
Note that they've never split their electoral votes since they switched from winner-take-all (I think with the 1964 election, but I could be mistaken).

6. No states is truly proportional
But Maine and Nebraska award 1 elector each to the winners of their Congressional districts, with the remaining 2 electors going to the statewide winner. There is an outside chance at Obama picking up the Omaha based Congressional District in Nebraska.

9. I just learned from another DUer today that Maine splits them by district! n/t
And there is one other state they cited but I can't recall it at this moment.

But Georgia is a winner take all state.

7. If Obama wins 25% of the white vote, the AA turnout would have to be around 33%.
If he takes more than 25% the turnout can be smaller, off course. I said 25% because it is SUSA's latest number.

Imagine on election night if they can't call Georgia, Mississippi, and South Carolina right away for McCain. Then imagine Obama winning one or all three....
