"Four years later, where's the health care plan?" Mr. Kerry asked. "Four years later, have we had a big fight with Congress that you can remember over how we're going to provide health care to all Americans? Can the president come to you and say how much progress we've made, that we've actually covered all the children in America?
"No," he said. "They haven't even tried."
Mr. Kerry said the administration had ignored countless opportunities to "fight for people."
"You'd think that a compassionate conservative, or a compassionate government, would actually reach out, say we're going to help you with your health care, we're going to help you with your unemployment," he said. "But oh no, not this crowd. They're the first administration not to extend unemployment benefits when people needed it.
"They cut the job training by $1 billion, and now it's an election year and they turn around and say, 'Oh, we're going to do some job training,' " Mr. Kerry said.
"We've got to tell them on Nov. 2, 'You're four years too late, and it's over,' " he said.
