4. Do you mean left over money?
I think some of it can be used for challanging votes if needed. He might also be able to transfer some money to candidates to help them pay off debts. If there is quite a bit left, I'm sure it could be rolled over into a re-election fund (that makes the most sense of all of the possiblities).

5. The impression I got from the "please donate by Friday midnight...." email...
.... was that they were planning on spending almost all of it during the last week and a half.
