3. No defense of Repig Sec of States, but I will say this about my experience in 2004.
I did poll watching through all of early voting and was astounded at the long lines I saw. On election day I worked as a clerk at a precinct. It was pretty busy for the first few hours of the day and then quite slow for the rest of the day. We had no problem closing at 7:00. I guess Texans love early voting.

areas where there were a lot of new registrations. These would typically be democratic (minority and student) areas thanks to the great work of ACORN. I don't expect folks in charge of ordering and preparing all the machines to have anticipated all the new registered voters months/years ago when they were preparing. Lots of first time voters would be expected to take longer to vote and more confused by the process than someone who has voted in 5 elections.

Let me know if you see any research correlation of new voter registrations and long lines/waits/confusions.

5. If you mean "Long ass voting lines in heavily DEMOCRATIC areas", then no correction is necessary.
That's a method that Repub SoS's have used to game the system
for a few million votes a year, right out in broad daylight.
The more DEMOCRATIC your precinct is, the more INCONVENIENT it is to vote.

You're really, REALLY not wrong. Repubs have been a MINORITY in the USA
for quite awhile; they've only maintained the illusion that they are still
a major Party by putting their operatives in positions to magnify
the results of their propaganda, and maximize the effeciency of their
anti-American dirty tricks.
